my cat is making weird noises…?

I swear my cat snores when he is sleeping. also, my poor kitty has a constant upper respiratory infection with a watery eye. does he have allergies?
to the TAKE YOUR CAT TO THE VET response… of course I take care of my cat. I am not a skank cat lady who doesnt get my cats shots or checkups. they are both fixed, and by the way, I saved that cat from a shelter from being killed. So think before you answer
